Q: How will State Energy Program funds be distributed?
The American Recovery and Reinvestment Act (ARRA) has made approximately $40 million available to the State of Mississippi for its State Energy Program (SEP). Funding has been divided among the following broad categories:
Energy Efficient Buildings - $14,644,715
Market Transformation & Technology Deployment - $9,600,000
Mississippi Job Protection through Energy Economic Development - $12,602,135
Administration - $3,571,150
Q: How and when do I apply for these funds?
At this time, all sub-grant funds have been obligated and no more funding opportunities are anticipated. In the event of future funding opportunities, MDA will publicly release a Funding Opportunity Announcement through several channels including the MDA recovery site. Q: What special requirements will be associated with funding through SEP?
Because these funds come from ARRA, there are certain requirements associated with the use of the funds and additional responsibilities for all entities that receive those funds. There are reporting requirements for all recipients on how the money is spent, energy cost and consumption savings, jobs created and retained, and energy capacity produced. In addition, there are wage rate requirements on contractors from the Davis-Bacon Act as well as Buy America provisions applicable to all projects funded through ARRA. There are also accounting standards and transparency provisions that will apply. MDA will work with recipients of funds to ensure full compliance.
