$9.6 million was allocated to MDA to administer the Energy Efficiency and Conservation Block Grant (EECBG) Program. Most of MDA's $9.6 million allocation was competitively awarded in sub-grants to smaller cities and counties that were not eligible for direct formula grants; these projects reduce total energy use and fossil fuel emissions and improve energy efficiency.

Entitlement communities are cities with populations of at least 35,000 or one of the top ten highest populated cities in Mississippi, and counties with populations of over 200,000 or one of the top ten highest populated counties in Mississippi. The 2007 U.S. Census Population Estimate was used to determine the population data for the direct formula grants. The following Mississippi communities were awarded formula grants directly from the U.S. Department of Energy:
