Small Municipal and Limited Population Grant Program

The Small Municipal and Limited Population Counties Grant Program provides funds for publicly owned infrastructure for community based projects. Funding from this program can be used by small municipalities and counties to assist with public facilities and infrastructure needs.

Program Facts

Assistance with public facilities and infrastructure is the goal of the Small Municipal and Limited Population Counties Grant Program. The small municipalities and counties that may apply under this program include:

Small Municipalities and Counties - is a municipality with a population of 10,000 or less or a county with a population of 30,000 or less according to the most recent federal decennial census at the time the application is submitted.

Natural Gas District – districts created by law and meeting the same requirements as small municipals.

Submission Date

Applications are taken annually and awarded on a competitive basis. Fund availability is determined annually by the Mississippi legislature.

Frequently Asked Questions about SMLP Grants:

Q: Is a Small Municipality or County eligible to submit more than one application for several different projects?
A: No, a Small Municipality or County may apply for only one (1) project for 2011 Grant Awards.
Q: If a Municipality or County has an existing SMLP award from previous years, can they apply for 2011 SMLP program?
A: Yes, if a community has one small municipal grant open, they are eligible. But, If they have more than one (1) open Small Municipal grant, they are not eligible.
Q: Can SMLP be used to provide infrastructure to a retail development?
A: Yes, as long as the infrastructure is publicly owned.
Q: Once a community is awarded a project, can the scope of the project be changed?
A: No. In some cases, parts of the project may be revised; however, the overall scope of the project cannot be changed. The grant will be forfeited and the community would need to reapply for the new project during the next funding cycle. (Ex. Cannot change from renovating town hall to constructing a hospital.)
Q: Are public libraries eligible?
A: Yes, they are publicly owned.
