Economic Development Program
The Economic Development Program is designed to assist local governments affected by Hurricane Katrina provide infrastructure to support economic development. The program provides grants or loans to local governments to assist companies in creating or retaining jobs. There is $340,000,000 allocated to this program. The Community Revitalization Program provides funds to local governments to help rebuild their downtown areas that were damaged or destroyed by Hurricane Katrina. There is $150,000,000 allocated for this program. $10,000,000 has also been allocated to local governments located in Pearl River, Stone, George, Hancock, Harrison and Jackson Counties to assist them in preparing community plans.
Economic Development Amendment 4 Modification 2
Mississippi’s Economic Development Action Plan provides activities for Economic Development, Community Revitalization and Planning. This modification will allow the use of Economic Development funds for the construction of employment training facilities specific to the metal fabrication trades and industry. Total funds allocated to the Economic Development Employment Training Facilities program will be $20 million.

Gulf Coast Regional Infrastructure Program
The Gulf Coast Regional Water and Wastewater Program identifies the water, wastewater, and storm water infrastructure needs of the six Gulf Region counties of Hancock, Harrison, George, Jackson, Pearl River and Stone and provides infrastructure for long-term growth and recovery in these counties.
On August 31, 2006, HUD approved an initial $33,075,000 for emergency grants and the development of a Master Plan to determine the needs for water, wastewater and storm water infrastructure in the six coastal counties. HUD has approved an additional $608,000,000 for the implementation of the master plan. A total of $641,075,000 has been allocated to this program.

Homeowner Assistance Program
Phase I:
Phase I of the Homeowner Assistance Program is designed to provide financial assistance to those homeowners located outside the flood plain whose homeowner's insurance did not cover structural flood damage. For those homeowners who owned and occupied their property, the following types of dwellings are eligible for compensation grants under this program: single-family homes, owner-occupied duplexes and manufactured housing, including mobile homes.

Phase II:
Phase II of the Homeowner Assistance Program is a housing needs program to provide compensation and advisory services to homeowners who suffered storm surge damage to their primary residence as of August 29, 2005, from Hurricane Katrina. The amount of compensation will be up to a maximum of $100,000. Assistance will be available for homeowners who wish to repair, rebuild, or relocate.

Post Katrina Conveyance (Sold Home) Program:
Many coastal homeowners sold their damaged residences in the wake of Hurricane Katrina, before knowledge of Phase I or Phase II of the Homeowner Assistance Program was made publicly available. While applicants who sold their properties may ask the new owners of their damaged properties to voluntarily sign the covenant that must be attached to the property for the applicant to receive assistance, a number of new owners have not agreed to do so. This Sold Home Program will enable these applicants to qualify for the program.

Modification #11: Program Funding Reallocation
MDA is seeking to ensure that its ongoing CDBG-sourced direct housing recovery initiatives are fully funded to meet the homeowner assistance demand as continuously defined by eligibility determinations. Toward that goal, MDA will reprogram by this Modification $181,464,059 of its CDBG recovery package from four other CDBG funded recovery initiatives (the Water/Wastewater, Port of Gulfport, Economic Development and Community Revitalization Programs), as well as State Administration funds, to the Homeowners Assistance Program. Grants will be issued consistent with the existing Action Plan and related amendments and policies for the Homeowner Assistance Program and for those applications submitted by the prior deadline of March 15, 2008.

Port of Gulfport Restoration Program
The Port of Gulfport Restoration Program provides funding to the Mississippi State Port Authority to facilitate the restoration of the Port of Gulfport’s public infrastructure and its publicly owned facilities that were destroyed by Hurricane Katrina. This program also provides for the long-term recovery of the operating capacity of the Port and is designed to increase the labor force on the Mississippi Gulf Coast by creating and returning jobs in the region, with an emphasis on low- to moderate-income jobs.

Public Housing Program
The Public Housing Program will assist the five Housing Authorities located on the Mississippi Gulf Coast with rebuilding and reconstructing public housing that was damaged or destroyed as a result of Hurricane Katrina. More than 90 percent of the nearly 2,700 public housing units operated by these five authorities were damaged in the hurricane, and approximately 10 percent of these units were totally destroyed.

Ratepayer and Wind Pool Mitigation Program
The Ratepayer and Wind Pool Mitigation Program helps utility and gas companies defray excessive costs associated with damaged infrastructure and providing emergency response services. In addition, this program also helps the Mississippi Windstorm Underwriting Association (MWUA - wind pool) offset insurance premium increases. Without the State's grant program, all increased costs would eventually be passed on to the ratepayer resulting in additional utility and insurance costs to consumers.

Small Rental Program
The Small Rental Property Assistance Program provides loans to owners of small rental properties on the Mississippi Gulf Coast in order to assure these property owners provide affordable rental housing in the counties most affected by Hurricane Katrina. $262,500,000 has been allocated for this program, which will help in the repair, rehabilitation, and reconstruction of the affordable housing stock in the areas most impacted by the storm.

Long Term Workforce Housing Program
The Long Term Workforce Housing Program provides grants and loans to local units of government, non-profits and for-profit organizations to provide long term affordable housing in Hancock, Harrison, Jackson, and Pearl River counties on the Mississippi Gulf Coast. An aggregate amount of $350 million has been allocated for this program, which will assist in the provision of homeownership and rental units in the areas hardest hit by Hurricane Katrina.
MDA is submitting the draft Action Plan for the Long Term Workforce Housing Program for Public Comment. MDA invites all interested parties to comment on the plan. Written comments may be submitted to:

Hancock County Long Term Recovery Program
The Hancock County Long Term Recovery Program will assist local governments in Hancock County affected by Hurricane Katrina by allocating $200,000,000 to address the county's long term recovery efforts. The program allocates $160,000,000 to help rebuild their downtown areas, replace public facilities and make other public improvements. The program will also assist local governments by allocating $15,000,000 to support economic development and $25,000,000 for water, wastewater, and storm water infrastructure needs of Hancock County.
