Community Services

The Community Services Division provides technical and financial assistance programs that help communities prepare for growth. Efforts are often long-term to help communities develop the capacity to carry out their own economic development agendas.

Through several grant and loan programs, the Division provides funding to communities for community development projects. The Division's Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) programs provide federal grants to local units of government for water/sewer, housing, public buildings, or other infrastructure that will benefit low- and moderate-income persons and help prepare communities for growth. The Emergency Shelter Grants (ESG) Program provides assistance for the state's homeless population by providing grants to local units of government and non-profit organizations for essential services, operation, maintenance, preventive services, and renovation of emergency shelters. The Mississippi Single Family Residential Housing Fund provides financing for the construction of single-family eligible residential housing units for low and moderate income citizens. 
 
Other grant and loan programs include the Local Governments Capital Improvements Revolving Loan (CAP Loan) program, which provides low-interest loans to local units of government for capital improvements leading to economic development and the Freight Rail Service Projects Revolving Loan (Rail Loan) Program provides low-interest loans to local units of government for freight rail service improvements.
 
The Rural Impact Fund Program provides grants, and loan guarantees to local units of government for economic development projects. The division also serves as the lead state agency in administering the Empowerment Zone/Enterprise Community (EZ/EC) Program in the State of Mississippi, which provides Social Services Block Grant funds to federally designated EZ/ECs to revitalize poverty stricken areas.
