Small Rental Program

The Small Rental Property Assistance Program provides loans to owners of small rental properties on the Mississippi Gulf Coast in order to assure these property owners provide affordable rental housing in the counties most affected by Hurricane Katrina. $262,500,000 has been allocated for this program, which will help in the repair, rehabilitation, and reconstruction of the affordable housing stock in the areas most impacted by the storm.

In accordance with Federal Emergency Management Agency (FEMA) policy, the Mississippi Development Authority seeks to inform those rental property owners applying for assistance through the Mississippi Development Authority Small Rental Assistance Program (SRAP) that potential renters receiving housing subsidy assistance through FEMA are considered ineligible for SRAP subsidy under federal regulations prohibiting the awarding of "duplication of benefits."

Until FEMA advises MDA of a policy change that would permit participation in both programs, property owners receiving SRAP Rental Subsidy should note that renting to those receiving FEMA rental subsidy would result in their property being disqualified from current or future participation in the MDA SRAP program.

All Applicants Must Provide:

  • A completed Application for each property
  • Consent for Non-Public Information Release form (included in application)
  • Copy of warranty deed or other proof of site control - Warranty Deed
  • Copy of current mortgage statement (and any of the following if applicable)
  • Description of any construction/repair work to be performed
  • Contractor’s Estimate for Options B,C, and D –
  • Utility Bills or other documentation to show current access to electricity, water and sewer/septic (as required by local code)

Individual Owners and all Co-Owners Must Provide:

  • Business Plan / Financing and Marketing Plan
  • Organizational Documents for corporations, LLCs, and partnerships. These are Articles of Incorporation, LLC Agreements, or Partnership Agreements.
  • Evidence that the business entity is in good standing to transact business in Mississippi
